§ 1. Plat, when required.

It shall be unlawful for the owner, agent or person having control of any land within the corporate limits of the city or within 1½ miles of its corporate limits and not included within or closer to the corporate limits of any other incorporated community which is exercising subdivision control as authorized by 65 ILCS 5/11-12-5, to subdivide or lay out such land into lots, blocks, streets, avenues, alleys, public ways, and ground, unless by a plat in accordance with the laws of the State of Illinois and the provisions of this ordinance.
