§ 3. General subdivision improvements.

    General requirements.

    (1)

    Streets, sanitary sewers, storm sewers, and water lines shall be constructed to the subdivision boundary.

    (2)

    The subdivider shall maintain all the improvements until such time that the city issues written acceptance of the improvements.

    B.

    Streets and drainage improvements.

    (1)

    The subdivider shall submit preliminary street and drainage plans or written descriptions with the preliminary plat.

    (2)

    The subdivider shall submit final plans with the final plat.

    (3)

    Construction may begin following approval of the final plans by the city council.

    (4)

    Construction shall be performed under the supervision of a registered professional engineer (RPE) hired by the subdivider.

    (5)

    "As built plans" shall be submitted to the clerk by the subdivider's engineer with a statement that the construction conforms to the approved plans and specifications with all exceptions noted.

    (6)

    All streets shall be graded to their full width including side slopes, and to the appropriate grade.

    (a)

    Minimum right-of-way width for streets is 66 feet.

    (b)

    Dead end streets will not be allowed except if approved by the city council to allow for special conditions.

    (7)

    All streets shall be surfaced to meet structural design traffic in accordance with the Illinois Department of Transportation design manual and highway standards except that no street design shall be less than that shown on exhibit "A" attached hereto and made a part hereof as though fully set forth herein.

    (8)

    Storm drainage system shall be based on 2.5 inches per hour rainfall intensity and based on good engineering practices.

    (9)

    Pipe culvert shall be:

    (a)

    Eight-inch diameter corrugated metal pipe or equal.

    (b)

    Minimum length shall be 20 feet for single drive way and 26 feet for double drive.

    (10)

    Ditch grades shall be 0.5 percent or greater.

    (11)

    The following shall establish the specifications for street construction:

    (a)

    Standard Specifications for Road and Bridge Construction (Latest Edition), by Illinois Department of Transportation.

    (b)

    Illinois Department of Transportation Supplemental Special Provisions.

    C.

    Water mains.

    (1)

    The subdivider shall include a water main layout on the preliminary plat. The layout shall include pipe size, valve, and fire hydrant locations.

    (2)

    The subdivider shall submit plans, specifications and IEPA permit applications to the city council after preliminary plat approval.

    (3)

    Construction may not start until an Illinois Environmental Protection Agency (IEPA) permit has been received and the clerk has been notified.

    (4)

    Construction shall be performed under the supervision of a registered professional engineer (RPE) hired by the subdivider.

    (5)

    "As built plans" shall be prepared by the subdivider's registered professional engineer with a statement by the engineer that the construction conforms to the approved plans and specifications with all exceptions noted.

    (6)

    Prior to acceptance of the water main by the city council the subdivider shall provide:

    (a)

    "As built plans."

    (b)

    Statement that the water main meets the pressure test as defined in the specifications.

    (c)

    An acceptable disinfection test result.

    (7)

    Water services will be provided only after acceptance by the city council and receipt of an operating permit from the IEPA.

    (8)

    Where a subdivision is located within the city limits, each lot therein shall be provided with a connection to the city water system. Fire hydrants shall also be installed in all subdivisions, within the corporate limits, and the location of same shall be approved by the clerk.

    (9)

    In subdivisions outside the city limits, pending availability of a public water supply, the subdivider shall construct wells or a private water supply system in such a manner that an adequate supply of potable water will be available to every lot in the subdivision at the time improvements are erected thereon. The installation shall conform to standards and requirements and be subject to the approval of the Illinois Water Survey and other appropriate county and state authorities.

    (10)

    All water mains shall be designed in accordance with the specifications listed below except that:

    (a)

    No water main pipe shall be less than six inches diameter Class 200 PVC water main pipe (SDR21) or equivalent.

    (b)

    Minimum test pressure shall be 100 psi.

    (c)

    Minimum depth of bury (surface of finished grade to top of water main) shall be 42 inches.

    (d)

    Fire hydrants shall be six-inch hydrants with two hose nozzles and a steamer nozzle. The nozzles shall be between 22 inches and 24 inches above the ground and not more than 15 feet from the edge of the street surface and behind the ditch flowline.

    (e)

    Fire hydrants shall be installed with isolation gate valves.

    (f)

    Nozzle thread shall be national standard thread.

    (11)

    Water main fittings shall be ductile iron mechanical joint fittings with transition gaskets.

    (12)

    Thrust blocking shall be required at all bends equal to or greater than 11¼ degrees.

    (13)

    The following shall establish the specifications for water mains:

    (a)

    Standard Specifications for Water and Sewer Main Construction in Illinois, May 1986, as amended.

    (b)

    State of Illinois Rules and Regulations, Title 35: Environmental Protection, Subtitle F: Public Water Supplies, Chapter II: Environmental Protection Agency, Parts 651-654 Technical Policy Statements, as amended.

    D.

    Sanitary sewers.

    (1)

    The subdivider shall include a sanitary sewer layout on the preliminary plat. The layout shall include pipe size and manhole locations.

    (2)

    The subdivider shall submit plans, specifications and IEPA permit applications to the clerk after preliminary plat approval.

    (3)

    Construction may not start until an IEPA permit has been received and the city clerk has been notified.

    (4)

    Construction shall be performed under the supervision of a registered professional engineer (RPE) hired by the subdivider.

    (5)

    "As built plans" shall be prepared by the subdivider's registered professional engineer with a statement by the engineer that the construction conforms to the approved plans and specifications with all exceptions noted.

    (6)

    Prior to acceptance by the city council the subdivider shall provide:

    (a)

    "As built plans."

    (b)

    Statement that the sanitary sewer meets the exfiltration test, deflection test, or approved alternate test.

    (c)

    An acceptable deflection test result.

    (7)

    All sanitary sewers shall be designed in accordance with the specifications listed below except that:

    (a)

    No sanitary sewer pipe shall be less than PVC pipe with an SDR of 35.

    (b)

    No infiltration greater than 200 gallons per mile per inch diameter per day is allowed.

    (c)

    Minimum depth of bury (surface of finished grade to top of sanitary sewer) shall be 36 inches.

    (d)

    Sanitary sewer extensions shall be at maximum depth and minimum slope.

    (e)

    Private sewage disposal systems are not allowed within the city limits. Lots within the 1½ mile extra territorial limits must have 20,000 square feet or more in area to provide for a private sewage disposal system which must be installed at the time improvements are erected thereon and which must be approved by the IEPA and be in accordance with this ordinance and the ordinance of the city pertaining to sanitary sewage disposal and to Cumberland County ordinances which are applicable.

    (f)

    Individual pump stations for each lot in a subdivision are not allowed. Each lot shall be able to tap to a gravity sewer.

    (8)

    Manholes shall be water tight (no leakage) and shall have a sanitary manhole lid with concealed pick hole. Manhole casting shall be a Neenah 1077a or equal. Steps shall be provided in manholes.

    (9)

    Where the subdivision is located within the city limits, each lot therein shall be provided with a connection to a sanitary sewer, said sewer connection to terminate not less than two feet inside the curb line or easement line. All connections to the city sewer system and the subdivision sewer system shall comply with this ordinance and the ordinance of the city pertaining to sewers and all construction of the system shall be subject to the direction and approval of the clerk.

    (10)

    The following shall establish the specifications for sanitary sewers:

    (a)

    Standard Specifications for Water and Sewer Main Construction in Illinois, May 1986, as amended.

    (b)

    Illinois Recommended Standards for Sewage Works.

    (c)

    Installation for PVC shall conform to ASTM 2321 Standard, as amended.
